There was no law requiring 'women and children first.' Captain Smith gave four words of instruction; Officer Lightoller read them as 'ONLY' (no men, ever); Officer Murdoch read them as 'first, then men when no women present.' The result: 97% of first-class women survived; 46% of third-class women did. Same ship. Same night.

You are in third-class steerage, three decks below the waterline, two in the morning in the North Atlantic. You hear the band. You find the stairs. The gate is locked.
Four words. That was all Captain Smith gave them. Officer Lightoller, port side, read it as: women and children ONLY. No men, ever. Officer Murdoch, starboard, read it as: women and children first, then men when no women are present. Same ship. Same four words. Two officers. Two death tolls.
Here is what we can prove.
Per the British Wreck Commissioner's Inquiry: 140 of 144 first-class women survived. 97 percent. 76 of 165 third-class women survived. 46 percent. Same water. Same night.
No order was given to hold third class below decks. The 1912 inquiry found no deliberate discrimination. But there were immigration gates — US immigration law required physical barriers between passenger classes on Atlantic crossings. One survivor, Daniel Buckley, swore under oath his gate was locked and he broke it down. Corridors third-class passengers had never walked. Crew who could not speak their languages. The inquiry cleared everyone. The death rates remain.
The men who stayed behind — Astor, Guggenheim, Straus — they were real. The chivalry happened. It happened on one deck.
Women and children first is PART BS. It was never the law. It was one officer reading four words his way, applied to the people who could find the stairs.
